Just bought this skirt at target. It is grey, has pockets, and has a soffe-like elastic band. What kind/color shirt should I wear with it? Where should it go on my waist? I really like it and I need to figure out how to pair it with something. Advice would be great thanks!
If it is a flowy skirt than you probably want to pair it with a tighter fitting shirt, lots of colors look good with grey and if the skirt is all one color than i'm sure even a patterned shirt would look good with it. (if it is a tight skirt than wear a looser fitting shirt)
wear the skirt at the smallest part of your waist (pretty high up) this will make your waist look even smaller, and looks super cute =DD

I've recently gained a little weight and have had trouble finding cute clothes that fit me at the stores I normally shop in. I don't want to sacrifice clothes that are my style and can't seem to find anything I like in my size. I want to wear a cute, high-waisted skirt for new years and have decided to make one or have one made that will fit me.
I want it to look a little something like this:

^I hope that link works, but if it doesn't, I'll describe what I want: high waisted, I don't want the waist band to be stretchy I'd rather have a zip closure, a band/bodice type piece at the top with a puffy bottom.
Do I have to have a pattern to make a skirt like this? Could I sew it myself with little to no sewing experience? I have relatives who know how to sew but they're older....would it be difficult for them to make? I want to use a heavy fabric, probably cotton but not thin cotton. I want it to feel sturdy and well made and have the puffiness keep it's shape. Do I need to line it?

Not difficult... it's basically a standard skirt with a wider, shaped waistband. However, that particular skirt has pockets or a shaping seam that accentuates the hips. In a heavy cotton, is that really going to flatter you?
There are a number of hours of work in this skirt, particularly if it's not made just like a pattern, and if the pattern has to be adjusted for you. To have it made, unlined, exclusive of the costs of the fabric and notions, would be about $120-150 around my part of the world (PNW US), so please be aware that you're asking for a fair amount of work from your relative(s).
Personally, yes, if I were going to make this skirt, I would bone the waistband and underline and line the skirt. But that's me.
Got a good photo of yourself in something form fitting, like a leotard? Superimpose that skirt on your body (or just sketch it over a print) and see what you think. This is called a "croquis" (pronounced "croakie") and it's a good tool for deciding what you want to do. It's all about proportion.

Okay so here's my dilemma: I am 21 years old this year (female) and only recently has there been a huge population of people either telling me I look very young.. or guessing my age to be within the 15-18 years old bracket. And this absolutely sucks because I want to look my age or even older if possible.
I've asked one of my gooood male friends to point out the main reason why others might see me as a 15 year old kid. He says it's mainly my style of dressing?!
It was ~18 deg celsius when i met him for coffee one day and i was wearing thick black tights (stockings) and denim shorts and a leather jacket. He pointed that out and said my outfit would be what a 16 year old would be caught wearing.. not a 21 year old?!
Anyway..
OK so here's what I typically love wearing in summer:
-denim shorts in summer with cute colourful loose printed swing tank tops
-short printed cotton summer dresses
-high waist short skirts with a cute frill blouse tucked in
i mostly wear flats of flip-flops too.
okay so i mainly like summer cos I don't have to layer up and look bulky.
Do i sound like i'd be a 16 year old girl with my clothes choices?
What sort of clothing should I wear that would reflect my age? I don't want to look like a grandma with long skirts and dresses and stuff. I want to look trendy yet mature/elegant.

and of course opaque, i mean non transparent skirt that you can't see through; not latex, leather or pvc.
Just a normal miniskirt in cotton/spandex that you can wear normally in the street.
