I have cotton curtains hanging in front of hot water heat pipes and am concerned about starting a fire. Would like to know if this is safe or not.
It should be okay, from what I could find. Cotton tinder has a flashpoint of 210 degrees C (410 degrees F), and a self-ignition point of 407 degrees C (764 degrees F). I would not expect any common cotton product to have a flashpoint lower than tinder.
I'm looking for magician's flash paper in the Boston/Cambridge/Arlington MA area. I have found several online suppliers but the shipping insurance is prohibitively expensive, and I'd prefer to find a bricks-and-mortar local supplier.

Honestly, unless you are a competent chemist and have access to a lab, you much better off buying it. There are many sources on the web and most magic stores should carry it. It's pretty inexpensive, so, no point wasting time making it.
Why do the big trucks that pick up the bails of cotton from the fields have the flashing yellow lights on the front and back bumpers? No other transfer truck has this light.
