I would hang them to dry. They are dry clean only, but I wear them often and am tired of paying for it. Will they shrink or fall apart?
yes, just be really careful with the type or colors you wash the pants with.
When i have shirts that are dry clean only i hand wash them and let them dry by putting them on a hanger. and its still in good condition.

your best bet is to go to a material shop the best one that i can think of is remnant kings they have shops based all over the uk and have great quality material at reasonable prices
A velvet smoking jacket I own has had a small amount of water spilled on it and this has caused some of the fibres to lie down and it is a slightly different colour in those areas. I think it is a man-made velvet not proper silk / cotton velvet.
