I had heard something about cotton tampons being "better" for you. Besides the fact that they're non-chlorinated (or whatever) organic cotton, I don't know of anything else; maybe that fact alone makes the difference? Are there any research studies on cotton vs. the rest of them?
Tampons have to meet FDA standards regardless of their composition. Some people prefer 100% cotton or other completely natural products because they biodegrade faster and are better for the environment or because they experience irritation from some of the bleaching chemicals found in name brand tampons.
Toxic shock syndrome is the result of an infection of Staphylococcus aureus. In the 1980's it was found that super-absorbent tampons could provide an environment for the bacteria to multiply rapidly and release a toxin which results in TSS. It is easy to avoid TSS by using the correct absorbency (bigger isn't always better) and changing your tampon frequently.
As long as the tampons you're using are comfortable, not causing any irritation, and you practice good hygiene, it doesn't really matter what brand or type your use.

Will it cause TSS?
Tampons have to go through safety checks since the law was implemented in the 1980's so the viscose/cotton has to be checked every hour for significant fibre loss, if there is excessive loss then the batch are rejected. The key word here is "significant" as there is still fibre loss.
Tampons are linked with TSS and other vaginal/sexual/menstrual/reproductive health problems because they prevent the vagina from cleaning itself (i.e. expelling dirt, fibres and bacteria), cause vaginal splitting and give bacteria a place to multiply within the vagina.
Fibre loss contributes to problems because the fibres left within the vagina can continue to give bacteria a place on which to multiply, if between tampon changes then the vagina will not expel the fibres, it is only when tampons are left out the vagina is allowed to self-clean again.

Tell your friend she has a wild imagination. Sperm can't survive outside of their natural environment, which is certain body fluids (male ones and female ones). Sperm do not cover every surface in the world, as if they were bacteria. They don't survive in a dried state to impregnate little girls who reach for the toilet paper. That's just ridiculous.
The odds are ZERO unless she got fresh semen into her vagina, and if that were on the tampons or toilet paper, she could not have failed to see it.
