A whole roll is going to cost a fair bit, no matter where you get it from, unfortunately. If there's a fabric market anywhere near you, you could be in luck, but failing that, try e-fabrics:

Goo Be Gone and Goof off 2 will both work. Then use a normal laundry spotter and launder the fabric. Both have a lingering smell that can be unpleasant.

To remove it try either the Carbona stain devils for spray paint or Mostenbokers Lift off, the one that removes graffiti. You can find Carbona stain devils in the laundry aisle in most discounters and Mostenbokers in the paint aisle at home improvement stores and some discounters.

To hide a stain, you can find iron on, sew on or glue on appliques at fabric stores in a variety of designs to make it look like a purposeful embellishment.

The only time I have seen anything like what you describe was around Halloween at Hancock Fabrics. It was a woven and didn't sell well. It ended up on the clearance table. That was mant years ago tho, and probably not much help as you have probably called all the fabric stores in your area an beyond. Sorry.:/
